In August 2026, Kenya introduced another new customs clearance regulation: starting from August 3, Kenya will fully implement the ACD (Advance Cargo Declaration) system. Together with the existing PVOC/CoC, ACD forms two independent and non-substitutable sets of customs documents. If any single document is missing when the cargo arrives at port, the shipment will be detained by Customs and subject to a fine.

1  Key Points of the New Regulation

Kenya Customs will fully implement the ACD cargo declaration system from August 3, 2026. ACD is a cargo tracking and declaration system that requires the exporter to submit a declaration for every single shipment, enabling full end-to-end tracking of the goods. It is important to note that ACD and PVOC/CoC are two mutually independent sets of customs documents that cannot replace one another—when cargo arrives at the port, if either the ACD or the PVOC/CoC documentation is missing, Customs will detain the shipment and impose a fine. This means that, from August onward, foreign-trade enterprises must have both sets of documents ready at the same time—neither can be omitted.

C · Align with the importer / clearing agent
Confirm in advance the ACD filer, required data fields, and submission timing, and clarify responsibilities.
D · Build in buffer time
The new system is prone to errors in its early rollout; it is advisable to file ahead of time and leave enough room for corrections.

The full implementation of ACD marks an upgrade of Kenya's customs clearance toward "full-process digital tracking." For exporters, compliance shifts from "preparing one certificate" to "having both documents complete"—the absence of either will directly result in cargo detention and fines. It is recommended to embed ACD declaration into the shipment workflow as soon as possible, to avoid pitfalls after the August 3 deadline.
