Kenya PVoC Certification Guide

PVoC (Pre-Export Verification of Conformity) is a certification program administered by the Kenya Bureau of Standards (KEBS). All regulated products exported to Kenya must undergo pre-shipment inspection and obtain a CoC (Certificate of Conformity) before customs clearance. Goods arriving without a valid CoC will be denied entry and may face return, fines, or destruction.

Certification Process

  1. Submission — The exporter submits a completed Request for Certification (RFC), proforma invoice, and packing list to an authorized body.

  2. Document Review — The authorized body reviews the application and determines the applicable route and standards.

  3. Testing — If required, product samples are drawn and tested at an accredited laboratory.

  4. Inspection — An on-site cargo inspection is conducted to verify compliance with relevant requirements.

  5. Certificate Issuance — Upon passing inspection and testing, a CoC certificate is issued.

Three Certification Routes

Route A — Consignment-by-Consignment

For: Infrequent exporters

Product testing + on-site inspection + certification for each shipment. A single-consignment CoC is issued per shipment. Suitable for low-frequency exporters.

Route B — Registration (SOR)

For: Frequent exporters (certain product categories only)

Obtain a Statement of Registration (SOR) valid for one year. Subsequent shipments can obtain a CoC based on documentation only, without repeat inspection. Random spot checks may be conducted during the validity period.

Route C — Product Licensing

For: Qualified manufacturers (certain product categories only)

Product testing + factory audit to obtain a 3-year SOR license. Subsequent shipments receive a CoC without inspection or testing. Annual factory surveillance audits are required to maintain validity.

Product Scope

Electronics & electrical appliances, toys, automotive products & parts, food, chemicals, textiles & leather goods, furniture, construction materials, used/second-hand products, machinery & equipment — covering 14 major categories.

Latest Policy Update

Effective August 3, 2026: Kenya Customs will fully implement the ACD (Advance Cargo Declaration) system. ACD and PVoC/CoC are two independent, non-interchangeable clearance documents. Goods arriving at the port without either document will be detained and subject to fines. Exporters must ensure both documents are in place for every shipment.
